Founded on June 8, 2024, SIGAE-CE is an autonomous, grassroots, class-based, and combative union organization. Their goal is to organize all workers in the educational sector of Ceará, regardless of job role or institution: whether teachers, assistants, outsourced workers, students or technicians — all have an essential role in maintaining education, from kindergarten to university. Summary:

In June 2025, around 300 workers from the Cuca Network—a public program for youth education, art, culture, and sports in Fortaleza, Brazil—were abruptly dismissed during a political transition in city government. Months later, none have received their legally owed severance pay.

The Cuca Network’s management, outsourced to private “Social Organizations,” collapsed after political maneuvering replaced one contractor with another, leaving the workforce abandoned. Both the previous and current administrations share responsibility: neither ensured that the outgoing contractor maintained the legally required financial reserves to pay workers, nor did they act to guarantee that those who built and maintained the program would be paid.

The layoffs hit a wide range of essential staff—educators, technicians, cultural producers, maintenance workers—destroying not just livelihoods but also the continuity of vital youth programs. In the meantime, the city government issues press releases denying responsibility, while workers face mounting debts and uncertainty.

The Autonomous General Education Workers’ Union of Ceará (SIGAE-CE) denounces this as theft from the working class and a deliberate dismantling of public cultural policy. We call on workers’ organizations everywhere to join us in demanding:

  1. Immediate payment of all severance and owed wages
  2. Accountability for those responsible
  3. An end to the outsourcing of public services

Our strength is in our organized class. The money stolen from the workers must return to the workers, and those who rob the people must answer for it.

The Autonomous General Union of Education of Ceará (SIGAE-CE) comes to the public to express total solidarity and support to the workers dismissed from the Cuca Network, who continue without receiving their severance funds since the mass shutdown occurred in June 2025.

The mass dismissal, involving about 300 workers, occurred during the exchange of the social organization managing the Cuca Network, affecting several professionals: maintenance assistant, general services, concierge, social educator, sound technician, image technician, radio, administrative assistant, environmental educator, sports teacher, professor of arts, communication teacher, among others. This is part of the change of management of the city that went from José Sarto (PDT), 2021-2024, to Evandro Leitão (PT) in 2025.

The Cuca Network is public equipment for training, art, sport and culture focused on the youth of Fortaleza. Its management was delegated to Social Organizations (OS) through management contracts. It is a public policy that articulates municipal resources and community action to attend to thousands of young people; and that depends directly on the stability of the technical and educational teams that keep the activities and projects alive. The destruction of the labor base of the Cuca Network implies not only wage damage, but the emptying of cultural and formative rights policies for working youth.

In 2025, in the management of Evandro Leitão (PT), the Youth Secretariat (Sejuv) began to be presided over by Júlio Brizzi who articulated through allies placed within the management of the Cuca Institute (IC) that this OS could not participate in the bidding during the second half of 2025. Thus, another Institute was created, Ivida, which came to be considered disqualified for the bidding by the Permanent Contracting Commission of Bidding of the City Hall, but had its classification changed by interference of the city. Before this event, workers were the target of several instances of harassment to resign in agreements with management.

The current situation is the responsibility both of the previous and current management. Public Call No. 011/2023, held by the Municipal Secretariat of Youth (SEJUV), approved the Cuca Institute for the management of the Cuca Network. In this document, it is clear that it is the obligation of the Institute to maintain an emergency financial reserve, intended to cover labor compensation, charges and other urgent expenses. However, this requirement has not been met, considering the current situation faced.

On the other hand, SEJUV also has responsibilities defined in the public call, such as inspecting the Cuca Institute on a monthly basis. This includes monitoring compliance with the goals of the Management Agreement and verifying that the Institute maintains its qualification as a Social Organization, with sufficient technical and legal capacity to continue to perform its activities. Such verification must be formalized by a certificate issued by the SEJUV.

While current management and past management are throwing blame on each other, workers continue to suffer without the severance funds to ensure the basic dignity of food, housing and health. In May 2025, Evandro Leitão said the city would bear the costs for no worker to be harmed. Today, in August 2025, what is observed is the city denying responsibility and refusing to meet with the Attorney General’s Office of the Municipality (PGM), where the workers with debts are waiting for the slow bureaucracy.

In this sense, the SIGAE-CE places itself at the disposal for the workers as an instrument of struggle. May all the money owed to the workers fall into their pockets, and those who steal what is of the people be held accountable.

Centenas de trabalhadores demitidos da Rede Cuca sofrem com o calote na rescisão

O Sindicato Geral Autônomo da Educação do Ceará (SIGAE-CE) vem a público manifestar total solidariedade e apoio às trabalhadoras e trabalhadores demitidos da Rede Cuca, que seguem sem receber suas verbas rescisórias desde o desligamento em massa ocorrido em junho de 2025.

A demissão em massa, envolvendo cerca de 300 trabalhadores, ocorreu durante a troca da organização social gestora do da Rede Cuca, afetando diversos profissionais: auxiliar de manutenção, serviços gerais, porteiro, educador social, produtor, técnico de som, de imagem, de rádio, assistente administrativo, auxiliar administrativo, educador ambiental, coordenador, diretor, supervisor, professor de esporte, professor de artes, professor de comunicação, entre outros. Isso se insere na mudança de gestão da prefeitura que passou de José Sarto (PDT), 2021-2024, para Evandro Leitão (PT) em 2025.

A Rede Cuca é equipamento público de formação, arte, esporte e cultura voltado para a juventude de Fortaleza. Sua gestão foi delegada a Organizações Sociais (OS) por meio de contratos de gestão. Trata-se de política pública que articula recursos municipais e atuação comunitária para atendimento a milhares de jovens; e que depende diretamente da estabilidade das equipes técnicas e educativas que mantêm as atividades e projetos vivos. A destruição da base laboral da Rede Cuca implica não só prejuízo salarial, mas o esvaziamento de políticas de direitos culturais e formativos para a juventude trabalhadora.

Em 2025, na gestão de Evandro Leitão (PT), a Secretaria da Juventude (Sejuv) passou a ser presidida por Júlio Brizzi que articulou através de aliados colocados dentro da gestão do Instituto Cuca (IC) para que esta OS não participe da licitação do segundo semestre de 2025. Assim, foi criado um outro Instituto, o Ivida, que chegou a ser considerado inabilitado para a licitação pela Comissão de Contratação Permanente de Licitações da Prefeitura, porém teve sua classificação alterada por interferência da prefeitura. Antes desse acontecimento, os trabalhadores foram alvos de diversos assédios para pedir demissão em acordos com a gestão.

A situação atual tem responsabilidade tanto da gestão anterior quanto da atual. A Chamada Pública n.º 011/2023, realizada pela Secretaria Municipal da Juventude (SEJUV), aprovou o Instituto Cuca para a gestão da Rede Cuca. Nesse documento, fica claro que é obrigação do Instituto manter uma reserva financeira emergencial, destinada a cobrir indenizações trabalhistas, encargos e outras despesas urgentes. No entanto, essa exigência não foi cumprida, considerando a situação atual enfrentada.

Por outro lado, a SEJUV também tem responsabilidades definidas na chamada pública, como fiscalizar mensalmente o Instituto Cuca. Isso inclui acompanhar o cumprimento das metas do Contrato de Gestão e verificar se o Instituto mantém sua qualificação como Organização Social, com capacidade técnica e jurídica suficiente para continuar executando suas atividades. Essa verificação deve ser formalizada por meio de atestado emitido pela SEJUV.

Enquanto a gestão atual e a gestão passada ficam jogando um para o outro a culpa, os trabalhadores permanecem no sofrimento de não ter as verbas rescisórias tão importantes para garantir a dignidade básica de alimentação, moradia e saúde. Em maio de 2025, Evandro Leitão disse que a prefeitura iria arcar com os custos para que nenhum trabalhador saia prejudicado. Hoje, em agosto de 2025, o que se tem é nota da prefeitura negando responsabilidade e reuniões com a Procuradoria Geral do Município (PGM) onde os trabalhadores cumprem seus prazos e ficam a esperar a lenta burocracia com dívidas. Situação inversa de quando precisam do povo e sabem se ágeis para seus interesses.

Nesse sentido, o SIGAE-CE reforça que a força está na classe trabalhadora organizada, colocando-se à disposição para os trabalhadores como instrumento de luta. Que todo o dinheiro que se deve caia no bolso e estes que roubam o que é do povo sejam responsabilizados.
